99-49 To approve the following amended motions on general education

  1. MOTION 1: That the CAS Senate approves, in principle, the proposed general education program, including:
    1. the curriculum, with the amendment that two semesters of a World Language are required for the BA. Students who place out of language by exam or by having a first language other than English will take 2 World Culture courses,
    2. a process for approval of courses, and
    3. the general principles of continuing assessment, but not the assessment procedures. Procedures for continuing assessment of the general education program will be developed during implementation of the Academic Quality Assessment and Development (AQUAD) plan, so that the two processes may be coordinated.
  2. MOTION 2: That the Senate approve the implementation of the proposed general education program commencing in 2000-2001, subject to the following provisions:
    1. CAS administration, working with the Provost's office, will first provide to the Senate a full account of the projected costs of implementing the program, along with a plan approved by the Provost for meeting these costs, and the Senate shall agree that the proposed financing plan is adequate;
    2. an appropriate college GenEd committee will have conducted an inventory of the capabilities-related instruction going on in the present core curriculum (including C courses and Collegiate seminars), in order to help determine (i) which existing courses can be most suitably used in the future GenEd program, and how; (ii) whether it is wise and feasible to attempt to monitor capabilities-related instruction in distribution courses in the future GenEd program, and whether the college should retain some of the current C courses, with an improved assessment system to ensure that they are designed to meet GenEd learning goals, and (iii) the precise design of the First Year Seminar program.
    3. an appropriate college GenEd committee, using the results of the inventory and otherwise seeking broad faculty input, will have further considered what changes need to be made in the plan for integrating capabilities into different kinds of GenEd courses in order to meet the pedagogical and curriculum assessment goals set forth in the Faculty Council GenEd report, and will have further refined the proposed program accordingly;
    4. an agreement is made between the Senate and the CAS Deans for annual review of the process of implementation;
    5. the CAS Deans are requested to report to the Senate annually, commencing in fall 2000, on the process of implementation, on the observed and projected budgetary and personnel implications, and on problems that may have arisen in the course of implementation. The Deans are asked to work closely with the Senate committees having general education oversight responsibilities in preparing these reports;
    6. the Senate reserves the right to review at any time the college general education implementation and assessment processes and the college's general education curriculum and to propose modifications in content and timing based on its review;
    7. the Senate expects in particular to be kept informed of budgetary shortfalls, observed or projected, arising from or having implications for the implementation of the general education program. Such shortfalls may be grounds for the Senate to recommend modifications in the program.
  3. MOTION 3: that the Senate establish the following new committees: (1) a Seminars Assessment Committee (SAC), responsible for approving and assessing First Year Seminars and Sophomore/Junior Seminars, (2) a Quantitative Reasoning Assessment Committee (QuAC), responsible for approving and assessing Quantitative Reasoning courses, and (3) a General Education subcommittee (GenEd- a subcommittee of the Academic Affairs committee) responsible for approving and assessing Distribution courses. New courses proposed as Distribution courses must first be approved as courses by the Academic Affairs Committee, and then approved for Distribution by the GenEd subcommittee. The Seminars and Quantitative Reasoning Committees (SAC & QuAC) will continue the ongoing assessment of pilot seminar and QR courses, while the GenEd Committee would begin assessments of Distribution courses when the entire program is implemented. These committees would also be responsible for evaluation of the general education program, and would report to the Senate any recommendations for changes to the program-- whether they require actions from the Senate, or action by Faculty Council.
  4. MOTION 4: that the Senate establish five new ad hoc Distribution Area committees to complete their responsibilities during the summer and fall of 1999: (1) Arts & Humanities, (2) Social & Behavioral Sciences, (3) Natural Sciences and Mathematics, (4) World Languages, (5) World Cultures-- each to establish the criteria for including courses in a particular distribution area, to develop distribution area application forms, and to write catalog descriptions of the distribution areas. Criteria for inclusion of courses in distribution areas will be approved by the CAS Senate.
